Breakfast With Santa Delivers Lots Of Fun

Today the Davis Odd Fellows completed our seventh annual Breakfast with Santa in downtown Davis. It was a great success. We heard nothing but compliments and saw nothing but smiles from the 350 children and families who enjoyed the morning. Folks in Davis, CA really look forward to Breakfast with Santa – tickets all sell out in two weeks or less.

We have so many people to thank, but especially the world’s best Santa, our own Doug Hatton. Thank you also to his wife and Santa Manager Margee, and the 8 young ladies who were the elves. The kitchen and cooking crew headed by John Geisler and Barb Geisler were just great – hard-working from 6 a.m. and constantly cranking out the pancakes, sausages and other goodies. Thank you to our excellent photographer, Ernesto Sandoval, and Dee Clark from Woodstock’s who served her famous Cinna-Bread. We had some 50 volunteers from our Lodges who worked in shifts from 7 this morning till about 1 p.m. this afternoon. Thank you to Sharla Cheney who, once again, was our volunteer coordinator, and Dave Rosenberg, once again our volunteer wrangler and PR guy. Everyone pitched in filling goodie bags, decorating the tables, serving, cleaning, and doing all the tasks that need to be done to pull off this event. This year we tried something different and had three volunteer shifts, rather than two – thus involving even more members of our Lodges. We also had a special clean-up crew of volunteers to handle the kitchen. It takes MANY hands to put on this big show. Thank you, thank you, thank you to all the volunteers:

And, once again, we received applications from folks who attended Breakfast with Santa, and now want to join the Odd Fellows and Rebekah Lodges. They want to join because they see the great community spirit of our Lodges and members.

We also appreciate the merchants, like the Davis Coop, Woodstock’s Pizza, Mezzeta Foods and Puroast Coffee, who donated all the food supplies. And thank you to the many donors who contributed over $3,000 to help our efforts – donors like Edward Jones Inc. and David Cougevan, the Yocha Dehe Wintun Nation, the Wochok Group, the Law Offices of Raquel Silva, the Law Offices of Roberta Savage, Supervisor Don Saylor, Retired Supervisor Helen Thomson, Davis Ace Hardware, Davis Waste Removal, First Northern Bank, Tandem Properties, Hanlees Nissan of Davis, and others. As background to the above, and as was recently published: In the midst of a growing controversy over Lea and David Rosenberg, the former foreperson of Yolo County’s Grand Jury has been identified as a potential wrongdoer in a civil inquiry into the peculiar circumstances surrounding familiar faces and a familiar casino in the context of a relatively unknown Davis-based non-profit entity, Progress Ranch

Barbara Sommer (who currently serves as the president of Progress Ranch; President of California Grand Jurors’ Association – Yolo County Chapter) is being looked into for indications of whether she may have been the recipient of questionable gifts during a time period when she served concurrently as Treasurer of Progress Ranch and Foreperson of Yolo County’s Grand Jury in order to influence the outcome of various legal proceedings, and especially a Grand Jury investigation of Cache Creek Casino located in Yolo County.The rapidly expanding multi-prong civil inquiry, conducted by TLR’s confederate — Yolo County’s YR –also views Yocha Dehe Wintun Nation, Chairman Marshall McKay, and attorney Howard Dickstein as parties who may potentially have a played a role in the scheme, although this investigation is continuing.A source familiar with the situation, speaking on condition of anonymity, maintains that evidence shows that for a period of several years, four or five non-profits commandeered by Lea and David Rosenberg (Soroptimist International of Davis , Davis Rebekah Lodge, Davis Odd Fellows, Davis Odd Fellows Charities, Inc., and possibly Davis Sunrise Rotary Club) devoted unusual and, indeed, at times exclusive attention to financially benefit “foster youth” and/or “emancipated foster youth” in Yolo County.For example, Lea and David Rosenberg (at times, with the assistance of Judge David Reed and CPA Victor Bucher) raised funds to support foster youth by mobilizing Davis Odd Fellows (“Breakfast with Santa”), Soroptimist International of Davis (“Texas Hold ‘Em” ), Davis Rebekah Lodge (“Crab Feed”), and Davis Odd Fellows Charities, Inc. Progress Ranch is a non-profit public benefit, Section 510(c)(3) agency providing residential treatment services for troubled children. It is licensed by the State of California Department of Social Services. Fees for the children are received from the Department of Social Services of the county where the child’s family resides.

Yolo deputy charged with sexual battery Woodland A Yolo County deputy sheriff was arrested Friday on charges of sexual battery, false imprisonment and battery.

Davis police arrested Anthony Crisp, 28, when he arrived at work Friday. He was booked on suspicion of assaulting three women at a bar in Davis early Saturday.

Officer Marcia Sinclair said one 21-year-old woman had told police that Crisp came up to her after making several remarks and wanted to dance with her, then held her wrists until she broke away and fled to a nearby restroom.

Sinclair said two other women in the bar, both 22, then reported that Crisp had also grabbed them by the wrists and the buttocks.

Yolo County sheriff’s Lt. Jim Peeples said Crisp had been placed on paid administrative leave pending an internal investigation.

Alliance of California Judges on Auditing AOC; Copy of YR communication to Jeff Reisig Re Plan to Contact Dave Rosenberg, Lea Rosenberg, Yolo County Grand Jury President Barbara Sommer of Progress Ranch

Dear Members and Others,

We attach an editorial penned by Bill Girdner of the Courthouse News. Suffice it to say, our branch leaders have gotten the attention of those in the media who report on court cases and who believe in open government. The author voices a concern that we share — some of the reporting on the “$10 pay for view” proposal has appeared to cast blame on the Governor or his Department of Finance for this assault on the First Amendment and open government. That could not be further from the truth.

A Report to the Judicial Council dated December 14, 2012, lays out the council’s legislative priorities for 2013. On page 12 you will find language drafted by AOC staff amending the Government Code to charge the public $10 to view a “name, file, or other information for which a search is requested.” Our branch leaders standing by silently while the Governor and his Department of Finance are unfairly criticized for this gaffe hearkens back to the last time the AOC was caught attempting to gut Government Code sections concerning the management of the local trial courts. Then AOC staff affirmatively blamed the Department of Finance. Now, they seem content to allow a misleading impression to be made regarding the authorship of this misguided proposal.

We encourage you to read this report in its entirety, as it sheds additional light on what our handpicked leaders believe is essential in this year’s legislative session. We will point out only one additional item. On pages 7 and 8, the AOC proposes to defer audits for compliance with the Public Contracting Code unless specific funding is provided to the judicial branch to offset the cost for these audits.

As you know, the State Auditor recently released her audit findings of the first six local courts that were chosen to be audited. We learned from this audit that the AOC was up to its old tricks by providing incorrect data and excluding information required by the auditors. The six local courts were found to be substantially in compliance with the code. Ending the audits now would stop the State Auditor from auditing the “AOC and other judicial branch entities” as is required by December 15 of this year. It appears that the six local courts had the funds to pay for audits last year, but this year the central office appears to be broke and unable to afford an audit unless the General Fund provides the resources to do so. How convenient.
The Alliance believes that auditing the AOC is not a luxury that should only occur if extra funding is secured. Rather we believe it is of utmost importance that respected State Auditor Elaine Howle undertake this audit immediately. For those on the Judicial Council who champion and repeatedly claim that a new regime has embraced “greater transparency,” this proposal to kill off an audit speaks to their definition of transparency when it comes to their own operations.

In that suspicious transactions involving Judge David Rosenberg, Lea Rosenberg (“Rosenbergs”), Treasurer Victor Bucher, Cache Creek Casino and Barbara Sommer (President of Yolo County Grand Jury ; Progress Ranch) were recently unearthed, this will serve to place your office on notice of my plans to directly contact those individuals in furtherance of the inquiry.

The above will be contacted in their capacity as officers of various non-profit entities ( Davis Odd Fellows, Soroptimist International of Davis, Davis Rebekah Lodge, Progress Ranch) for the purpose of obtaining documents, dates, amounts, as well as other relevant information.

Specifically, a noticeable surge has been detected in the level of enthusiasm (i.e. fundraising, donations)  on the part of  Cache Creek Casino and Rosenbergs to benefit “foster youth” and/or “emancipated foster youth” in Yolo County.”

For example, Rosenbergs (at times, with the assistance of Judge Dave Reed, Treasurer Victor Bucher) raised funds to support foster youth by mobilizing Davis Odd Fellows (“Breakfast with Santa”), Soroptimist International of Davis (“Texas Hold ‘Em” ) and Davis Rebekah Lodge (“Crab Feed” ).

Subsequently, those funds were forwarded directly to Progress Ranch and/or  Yolo County Department of Employment and Social Services – The Homeless and Foster Youth Services of Yolo County,  which in turns forward sums to Progress Ranch pursuant to contractual agreement with Yolo County totaling around $800,000 per annum.

Likewise, Cache Creek Casino’s sudden interest in foster youth manifested itself with a  $48,500 donation.

Please observe that the inquiry is in its infancy, and stem from the fact that Progress Ranch President Barbara Sommer is also the President of Yolo County Grand Jury, as well as  the role of Victor Bucher as treasurer in various judicial elections.

Community Fund Supports Yolo Foster Kids

The Woodland Community College’s Foster & Kinship Care Education Foundation received a $48,500 donation from the Yocha Dehe Community Fund to serve Yolo County youth in foster care.

Kris Stanfill, YDCF Director stated, “The Committee is excited to be a part of supporting Yolo County Foster Care and the efforts to recruit and retain local families for local children.”

Historically, young people have had heartbreaking outcomes when exiting the foster care system; including high rates of homelessness, incarceration, early and unplanned pregnancies and unemployment, according to Stanfill.

“Tragically most foster youth suffer academically, have poor self-sufficiency, and few successful endings,” Stanfill stated.

With this support, the WCC Foster and Kinship Care Education program, “will enhance efforts to build a stronger network of local families willing to open their hearts to youth in need of safe and stable homes.”

“Ultimately, we hope to build a broader, more diverse pool of caregivers so that children placed into out-of-home care can continue to live in local families that are ready and able to meet their needs in homes that allow them to maintain their friends, schools and neighborhoods,” Schroeder stated.

Of the 250 dependents in Yolo County foster care, 65 are 16 to 20 years old, according to Schroeder.

Local foster families serve to support one another and connect regularly at ball games, barbecues, and holiday events.

Yolo County relieves foster youth’s transition to independence

Most teenagers anxiously await the day they turn 18, but not every young adult shares this same excitement. For foster youth, becoming a legal adult carries new responsibilities to lead an independent life.

In an effort to aid in the transition from out-of-home residencies to independent living, the Transitional Housing Placement Plus (THP-Plus) program helps emancipated foster children in 52 counties. The THP-Plus program offers affordable housing, furniture, assistance with enrollment in school and help finding a job to former foster children ages 18 to 24.

“It is the only program in the state that works to address homelessness in former foster youth,” said Amy Lemley, policy director for the John Burton Foundation. “I think it’s very scary for these teens. You can imagine the kind of panic and frustration that this creates for them. We need to fulfill our commitment to these young people the way a parent would support their child in this transition.”

The California Department of Social Services, John Burton Foundation and the Corporation for Supportive Housing established the statewide project in 2001. Yolo County implemented the THP-Plus program in 2008, providing affordable housing for foster youth in a subsidized, communal home in the city of Davis.

Youth in the 24-month program are given housing, furniture, food allotment, counseling, assistance with earning their GED if needed, a $50 monthly stipend and a trust account to help them save money for life after the program.

“Approximately 15 youth emancipate out of foster care in Yolo County each year,” said Nancy O’Hara, assistant director of Yolo County Department of Employment and Social Services in an e-mail interview. “Most have no where to live and no means of support at the time they are emancipated. The youth seem receptive and appreciative [of the THP-Plus].”

On July 1, however, the benefits of the program may be in danger if the state decreases its $172,000 allocation for Yolo County’s THP-Plus due to the California budget crisis.

“What little security they have had has been undermined by the recession,” Lemley said. “When we need it [the THP-Plus] most we see a proposal to eliminate it. As counties are more seriously affected by the recession, we see a kind of trickle down effect where counties have to decide what they do or do not want to do. It’s a tough decision for everyone.”

According to a 2002 study by the California Department of Social Services, every year in California over 4,200 young adults are dismissed from foster care, and two out of three end up homeless. Since its formation, the THP-Plus has been relatively successful – 85 percent of its participants retain housing and employment for at least one year after completing the program.

To help Yolo County’s local foster care, Soroptimist International of Davis held its annual poker tournament on March 6 at the Veterans’ Memorial Center.

“This type of issue isn’t on everyone’s radar,” said Lea Roseberg, president of Soroptimist International of Davis. “We wanted to bring it forth a little bit. I hope that these young adults know that there is a group out there that is supportive of their futures and that we care. Most of us have a mom or dad to help us get through college and pay for rent, but hopefully we can come in and help that Yolo County agency.”

About 80 percent of the profits collected were donated to the local housing program, the group’s primary project for the next couple years. Soroptimist will distribute the rest of the proceeds amongst other community projects.

“Each year, thousands of 18-year-olds find themselves totally on their own because they have aged out of the foster care system,” says Lea Rosenberg, a member of Soroptimist International of Davis.

“Suddenly, they must figure out how to live on their own, work out transportation issues, and find a job or enter college without the help of a trusted adult adviser. So, our club wants to make sure that the youth who age out of the foster care system in Yolo County know that there are adults who care about them and want to help them become self-sufficient.”

Soroptimists invite the public to help out by attending their annual “Spirit of the West” fundraiser on Saturday, Feb. 25, beginning at 5:30 p.m. at the Veterans’ Memorial Center, 203 E. 14th St. All proceeds raised through this annual event are used to support and assist young adults who age out of foster care.

The Davis Rebekah Lodge invites the public to its Second Rebekah Lodge Crab Feed to be held on Saturday, Feb. 2, starting at 5:30 p.m. at the Odd Fellows Lodge Hall, 415 Second St., Davis. The crab feed is a charitable fundraiser, open to the general public.

Only 160 tickets were printed for the crab feed, and less than 30 tickets remain. Tickets are only sold at the Avid Reader Active bookstore on Second Street. It is not anticipated that any tickets will remain to be sold at the door.

Tickets are $40 per person and participants will get lots of fresh cracked crab, pasta, salad, bread and drawn butter. The Rebekah Crab Feed also features a silent auction and a full no-host bar.

A raffle will also be conducted featuring a 24-bottle wine locker, including 24 bottles of fine wine.

All proceeds from the Rebekah Lodge Crab Feed will be used for the benefit of at-risk and foster youth in the Yolo County community.

Want to whisper your Christmas wishes in Santa’s ear early this holiday season? Then be sure to buy tickets for Breakfast with Santa, which go on sale Monday.

This year’s event, which features three seatings, will take place Saturday, Dec. 10, at the Odd Fellows Hall, 415 Second St. in downtown Davis.

Tickets are $8 per person and must be purchased in advance, at The Avid Reader, 617 Second St. in downtown Davis, and Common Grounds, 2171 Cowell Blvd. in South Davis. Seatings are at 8, 9:30 and 11 a.m.

“Only 120 tickets are available for each seating and they go really fast,” said event co-chair Barbara Geisler. In 2010, tickets sold out in 10 days.

Breakfast with Santa includes pancakes, sausage, orange slices and cinna-bread, a goodie bag for each child and an opportunity to take a photo with Santa.

Parents are encouraged to bring their own cameras to record their child’s moment with Santa and his elves.

The event is presented by the Davis Odd Fellows Lodge and Davis Rebekah Lodge, with food donations from the Davis Food Co-op, Woodstock’s Pizza, Kona Coast Food Products and Puroast Low Acid Coffee.

“The 175 members of the Davis Odd Fellows Lodge look forward to Breakfast with Santa every year because it brings so much joy and pleasure to the children and families who participate,” said Dave Reed, Noble Grand of the lodge.

Proceeds from the event will support emancipated foster youths as they transition to adulthood and Progress Ranch, a group home for foster boys in Davis.

The Food Line as Life Line for Yolo County Seniors

Almost 2,000 Yolo County Senior Citizens are provided nutritious noontime meals by the Elderly Nutrition Program, a lifeline for many of the recipients. The statistics are striking.

In Woodland 640 Seniors are served by this program, in Davis 448 are served, in West Sacramento 547 are served, in Winters 93 Seniors are served, 38 in Knights Landing and 14 in Esparto. In terms of age breakdown: 287 of the served Seniors are aged 60-69, 687 are in their 70’s, 683 are in their 80’s, 119 are in their 90’s and 4 are over 100 years of age. Fully 70% of the recipients are over 75 years of age, 60% are low income, and half live alone. Women make up 69% of the meal recipients, and men compose 31%.

The Elderly Nutrition Program was established in 1975 in Yolo County and is a private, non-profit community agency serving healthy meals to seniors in the county. The mission of the organization is to maintain the independence of older persons through improved nutritional status and social interaction. The program provides a hot, nutritious meal to seniors aged 60 and older each weekday, through two primary programs: the “Congregate Program” and the “Home Delivered Meals Program” ( commonly known as “Meals on Wheels”). A small staff supports the programs, and is supplemented by many community volunteers.

The Congregate Program operate within Senior Centers and Community Centers throughout the county, providing a hot meal to seniors that are more active and can get to the site to eat. In addition to the meal, seniors get a chance to get out of their homes, socialize with friends and attend functions at the centers. Last year, 1,211 senior citizens were served by this program throughout Yolo County.

The Home Delivered Meal Program provides an opportunity for “shut ins” or homebound seniors to receive a hot, home-delivered meal on a temporary or long-term basis, for those seniors who can’t prepare meals for themselves and do not have family or friends to provide assistance. In addition to meal delivery, the program provides an important daily social contact, a safety net system for families. Last year, 569 senior participated in this important, life-line program.

Last year, the Elderly Nutrition Program served over 100,000 meals to senior citizens in Yolo County. The actual cost of each meal served is under $5. Donations are requested, and participants, many of whom are on fixed incomes, are asked to pay whatever they can afford. Participant donations averaged $1.69 per meal for the Congregate Program and $1.18 for Meals on Wheels.

But the Elderly Nutrition Program faces challenges in Yolo County. Last year, like many businesses, the program was hit hard with unexpected increased costs that made it difficult to make ends meet. The program experienced a 20% increase in food costs alone, in addition to being hit with a minimum wage increase, higher expenses for gas and a doubling of the utility bill. The program faces a tough financial year and for the first time has a budgeted deficit of $20,000.

Many volunteers support the program, and numerous community donations are received. But more help is needed to make the program viable this year and in future years. Only 13% of the funding for the Elderly Nutrition Program comes from private donations. More private donations are needed to help cover the $20,000 deficit. California state Treasurer Bill Lockyer’s differences with his estranged wife, former Alameda County Supervisor Nadia Lockyer, might not be so irreconcilable after all.

The 71-year-old mainstay of state Democratic politics this week withdrew divorce papers he had filed last July against his 41-year-old wife, whose methamphetamine addiction and extramarital affair ended her political career and could have stained his.

“He and Nadia have agreed to try and work things out, to try and reconcile,” said Tom Dresslar, Bill Lockyer’s spokesman. “He’s proud of the progress she has made in her treatment, and they are both looking forward and not backward.”

Cache Creek Casino: Traffic, crime, but oh the money

The Cache Creek Casino Resort attracted patrons who fueled the economy, which led to improved emergency services, but ultimately traffic congestion, noise, and crime beyond remediation, according to a 2009-10 Yolo County grand jury report.

The grand jury, which released its report last week, found better communication between Yolo County and the Yocha Dehe Wintun Nation, as well as stronger oversight of tribal mitigation dollars, would likely improve the situation.
It’s hard to deny the economic impact of the 414,110 square-foot facility, which is the county’s largest employer. The tribe annually awards $200 million in vendor contracts, $40 million in payments to the county and state, and $3 million in donations to local civic organizations, the report stated.
The casino’s annual earnings, which go to YDWN members, are kept confidential by the sovereign nation but the grand jury estimated the reservation is home to fewer than 25 members and their children.
“These individuals are the direct and highly-compensated beneficiaries of the profits from the casino,” the report states.
Representatives of the Tribe declined to be interviewed or answer written questions submitted by the grand jury, citing sovereignty rights. Representatives also did not respond to inquires about the report before deadline.

Increased road use

Perhaps the biggest complaint among residents in the Capay Valley is the increase in traffic along Highway 16. Saturdays are the busiest day for travel, with more than 13,000 travelers heading to the casino, the report stated, which is a 69 percent increase between 2002 and 2006.
All casino feeder roads meet capacity limits established by the state and county and studies conducted for the 2030 General Plan and by the citizens group, Capay Valley Vision, expect traffic on the roads will exceed capacity by 2013.
In a 2002 Memorandum of Understanding between the tribe and county, YDWN promised to implement a shuttle service to mitigate traffic issues. The tribe agreed to pay the county to construct a park and rides facility for patrons and employees, and make the use of its service mandatory for workers. Neither the service nor the policy has been implemented and only 18 percent of employees currently use public transportation, according to the report.
The influx of casino visitors yielded a doubling of Sheriff’s deputies in the area, but the majority of casino related crimes continue to increase. According to the report, between 2002 and 2006 DUI arrests increased 1,050 percent, assaults and weapons arrests increased 2,900 percent and Felony Burglary increased 900 percent.
How the cash is divided

The sheriff’s department has received the lion’s share of mitigation funding to county department, with $3.46 million since 2002. Despite this majority funding, the county estimates its law enforcement related workload — comprised of efforts from the Sheriff’s Department, District Attorney and Public Defender’s office — is under-funded by about $600,000.
In total, the tribe has paid $32.9 million to the county: $10.6 million has gone to specific departments, $15.5 million to the general fund, $6.4 million to community residents and specified projects along the Highway 16 corridor, and $.4 million to reserves. The department allocations also include $1.2 million for negotiations and arbitration over the tribes proposed 2008 expansion, which was abandoned in October 2009.

The distribution and oversight of those funds for community projects were called into question by the Yolo County grand jury.
The Advisory Committee on Tribal Matters was established by the Board of Supervisors to recommend applications for tribal mitigation. The grand jury found questionable spending and conflicts of interest among its nine members.
At least two of the board members voted on proposals either because they, or their spouse, “held a leadership role in a recipient organization.”
The Board of Supervisors also took recommendations that limited funding to residents between Interstate 505 and the casino, precluding mitigation for many other towns along the Highway 16 corridor, including Woodland. The majority, 38 percent, of the funds went to Esparto and the were increasingly used for economic and community development rather than mitigation like road repair.
According to the report, the committee’s board minutes reflect that its members, “inaccurately believe ACTM funds are theirs to control … ignoring other county priorities or other casino-related mitigation needs outside the valley.”
County Tribe Coordinator Christopher Lee said, “The county is taking the findings of the grand jury seriously and will respond the them in full and we will have more information at that time.”

In an almost unprecedented turn of events and somewhat ironically, a local official in the State of California who represents the government in the prosecution of criminal offenses is now accused of criminal conduct.

Court documents filed with the United States District Court for the District of Columbia reveal that the highly controversial District Attorney of Yolo County Jeff Reisig is accused of violating the Racketeering Influenced and Corrupt Organizations Act.

RICO is a federal law that authorizes a civil cause of action for acts performed as part of an ongoing criminal organization. RICO focuses specifically on racketeering, and it allows for the leaders of a syndicate to be held civilly liable for the crimes that they ordered others to commit or which they assisted in committing.

The lawsuit, filed as a civil-racketeering action by Marina Del Rey-based legal scholar Daniel Dydzak, alleges that Jeff Reisig and his deputies/investigators engaged in an “unlawful search and seizure” and that Mr. Reisig and State Bar of California employee Tom Layton (who according to sources is part of an ongoing “ambulance chasing” scheme the Girardi Syndicate operates in San Bernardino County vis-a-vis a satellite office located in San Bernardino and managed by Thomas Girardi’s son-in-law, David Lira) shared with third parties materials obtained during the search.

The suit further alleges that Reisig conspired to participate in a RICO enterprise, as well as participated in the commission of two or more racketeering activities acting as “accomplice.”

Bruce Naliboff:

A big red flag has been reluctantly raised over Yolo County District Attorney Chief Investigator, Bruce David Naliboff.

The rapidly expanding multi-prong civil inquiry, conducted by Yolo County’s YR, views Naliboff  —  an Ex-Lieutenant  of  UC Davis Police Department — as someone who may potentially have a played a greater role than had been perceived up to now.

YR maintains that one aspect of the inquiry into CaliforniaALL /  University of California  involves 4 subparts:

1) Circumstances surrounding events relating to UC Davis / UC Davis Foundation operatives Cruz Reynoso, Mark Friedman , Gilles Attia.

2) Circumstances surrounding events relating to UC Irvine / UC Irvine Foundation operatives Joe Dunn of Cal Bar/ Voice of OC, Judicial Council’s Mark Robinson, Erwin Chemerinsky of Voice of OC, Michael Drake, and Karina Hamilton.

3) Circumstances surrounding events relating UC Berkeley / UC Berkeley Foundation operatives Freada Kapor Klein and Gibor Basri.

Such wrongdoing impacts everything from how well our community is protected to verdicts handed down in courts, as well as the quality of governmental services. This, YR maintains, can take a significant toll on the American way of life.

Politico runs a piece called “Why Obama went all-in on Chuck Hagel.” The article eventually provides an answer: “because he’s unafraid of sacred cows. . . .”

The “sacred cows” aren’t named, but they don’t have to be. Obama nominated Hagel to stick it publicly to Israel and what he and Hagel consider “the Jewish lobby.”

Actually, the “pro-Israel lobby” probably could have killed the Hagel nomination, and would have done so if it were worthy of this description. Instead, the Anti-Defamation League, the American Jewish Committee, and AIPAC have remained on the sidelines, cowed by Barack Obama.

Score one for Obama’s “stick it to Israel” campaign.

Yolo County officials troubled by Cache Creek Casino’s tribe land-trust plan

The plans envision new homes, a school and a water treatment plant for a growing population, new buildings to house its government and sites to honor its history and culture.

But the Yoche Dehe Wintun Nation’s application to take more than 850 acres near its signature Cache Creek Casino Resort into federal trust has troubled its Capay Valley neighbors and Yolo County leaders. They are demanding a closer look at the tribe’s request.

The tribe owns the land’s 15 parcels, scattered orchards and grasslands along Highway 16 but would relinquish the property to the federal government if the trust application is approved.

In a federal trust, the government holds legal title to the property, but the tribe is the beneficiary. Such an arrangement would give the tribe more freedom to determine land use.

But Yolo leaders say the acreage is far too large – they want the tribe to agree to 100 acres. They have questions about what might be built on the land and suggest its effects on the Capay Valley could be too great.

Yolo supervisors challenge federal jurisdiction over the property. They say it would take away the county’s ability to plan for how the land will be used in the future, limit their ability to protect its agricultural designation and strip neighbors’ ability to plan for any future impacts of tribal development.

“We can’t identify a reasonable purpose for that transfer. … We think there’s a legitimate purpose in transferring the property, just not all of it,” said county Supervisor Don Saylor. “We have to wonder what future use might be anticipated.”

The Yocha Dehe insist their plans for the land extend to housing and community buildings and agriculture.

Yocha Dehe leaders were not available for comment, but in a statement, spokesman Greg Larsen told The Bee that the tribe had hoped for the county’s support.

“Yocha Dehe had nearly two years of good-faith discussions on these issues with county staff and believed we were close to a successful agreement on the key terms,” Larsen said. He said supervisors backed away from an agreement.

Both sides agree that the Yocha Dehe have had a long, collaborative and lucrative relationship with Yolo County. The tribe is the county’s largest private sector employer; its economic and philanthropic impact on Yolo County is in the tens of millions of dollars. It has also launched forays into olive oil production and winemaking.

Thaddeaus Barsotti, an owner of Capay Organic in Brooks, said the Yocha Dehe have been able to keep a focus on agricultural ventures and maintain the rural character of the community. “The casino’s not going anywhere, but I think they’ve done a good job of mitigating that where possible,” Barsotti said.

But two years of talks over the land proposal threaten to fray that bond between county and tribe. Yolo County leaders are skeptical and – after a Bureau of Indian Affairs finding in October that the tribal land plan would have no significant environmental impact on the area – angry.

Saylor was quick to laud the Yocha Dehe’s “amazing contributions” to Yolo County and the tribe’s collaboration with the county over the years, but said the land request “is a blow to that collaboration.”

The Board of Supervisors aired its concerns in a strongly worded letter Jan. 25 to the Bureau of Indian Affairs. “The county’s concern about the Tribe changing its plans in the future is not speculative,” the county’s letter read, adding that agricultural land that is part of the proposal could also be converted to other uses.

“Given the other paths available to the tribe … the county is deeply concerned that in the future these existing agricultural parcels may be converted to some other use.”

Bureau of Indian Affairs officials say the environmental assessment is just a preliminary step.

Reporting from Sacramento — If he were a basketball star instead of a statehouse staffer, he’d be Kobe Bryant or Magic Johnson — a veteran playmaker, feared by foes, his best moves unleashed just before the buzzer.

But like so many Sacramento insiders, Kip Lipper plays out of the limelight, in the back corridors of the Capitol, unknown to the public whose air and water and ecological ethos he has made his specialty over the last three decades.

As the environmental expert for the state Senate’s ruling Democrats, Lipper has helped craft many of California’s groundbreaking laws in that realm — and become a foil for Republicans irked by what they view as regulatory excess, and by the economic fallout.

His fingerprints are on the California Clean Air Act, the state Safe Drinking Water Act and the landmark 2006 curbs on greenhouse gas emissions. Legislation that boosted recycling, reduced landfill dumping, saved redwoods and cleaned up power plants are also part of his highlight reel.

Mr. Lipper has worked in the California Legislature for over 34 years. He began his career in the mid-1970’s as Administrative Assistant for Assembly Member Dennis Mangers (D-Huntington Beach). From 1980-2004, he was Chief of Staff for Assembly Member and later Senator Byron Sher (D-Stanford). During that same time period, Lipper also served as Senior Consultant to the Assembly Criminal Law Committee, Chief Consultant to the Assembly Natural Resources Committee, and Staff Director to the Senate Committee on Environmental Quality. Mr. Lipper has drafted legislation on a broad array of environmental policies, including the California Clean Air Act, the California Safe Drinking Water Act, the California Beverage Container Recycling Act, and the California Integrated Waste Management Act. I have documents which mesh well with the Yolo Rabbi’s discovery of the money trail involving Geoffrey Brown and the sham charity, CaliforniaALL.

I also believe that the people involved could block Googlebots, as well as FBI investigations.

Geoffrey Brown was the Commissioner assigned to a Formal Complaint I filed back in 2001. In 2003, he refused to follow the Rule of Law, by refusing to impose fines upon Utilities that violated laws. Worst of all, fraudulent statements were made in the Decision, to help the Utility conceal most violations to law, especially the criminal violations.

Like the Yolo Rabbi, I too, have an “arrest report” (dated November 2, 2010), which is linked to corrupt Officials at the CPUC who are trying to cover up problems they created. The police were professional, and saw no reason to arrest me after the CPUC filed the complaint against me.

The “arrest report” is very revealing in regards to the money trail linked to CaliforniaALL and other entities such as CCPF. The Judge who Presided over the Formal Complaint stated that the CPUC does not impose fines upon Utilities when an individual proves the Utilities violated laws. Now, because of the Yolo Rabbi, a motive (and a money trail) for the CPUC’s refusal to impose fines, has been found.

Mr. Geoffrey Brown, professor of law at JFK School of Law. Between 2001 to 2007 served as Commissioner with the CPUC. From 2006 to 2009 Brown serve as director with the State Bar of California Foundation (DBA “California Bar Foundation”). In 2008, California Bar Foundation quietly transferred $769,247.00 to sham entity CaliforniaALL — which also obtained additional 1.5 Million from utility companies.  In reaction to YR’s request for an inquiry to the State Bar of California Board of Governors, Brown immediately, as though bitten by a snake, threatened to file legal action even though the communication with the BOG was absolutely privileged and justified, and only made mention of Brown in passing.(image:courtesy photo)

“I am named in the email with the purpose of tying my tenure at the CPUC and the Foundation to some alleged nefarious activity. He further on notice that I am in noway connected with the recipient named in the article.”

TIMELINE 2006: See CPAs on Bikes as Murietans Aaron and Alison Turner Raise Funds for UC Davis MIND Institute (TLR Note: Published to establish early relationship between Fulcrum’s Mark Friedman – chief fund raiser for MIND – and Alison Turner who assumed control of CaliforniaALL when it moved to 1600H)

The same intrepid group that cycled over a thousand miles from Vancouver, Canada, to Mendocino in 2004 is picking up where they left off and pedaling 850 miles from Mendocino to Tijuana, Mexico, in 10 days.

The 2004 trip was inspired by Murietan Kathy Somerton, a cancer survivor, and raised $105,000 for the Sutter Cancer Center. This time, the goal is to raise $125,000 to benefit the cancer center and also the UC Davis MIND Institute, to help raise awareness of developmental disorders such as autism.

The Van-to-Cino Ride Group now numbers 19, including all the original members and a few new ones. Of the nine Murieta members, there are six cyclists — Kathy and Larry Somerton, Aaron Turner, Jim Pryor, Richard Dubey and Tom Landwehr. Murietans Bev and Floyd Lumen and Julie Pryor are part of the support team.

Just as she did two years ago, Julie Pryor is providing RanchoMurieta.com readers with daily updates on the trip, which takes the group through Bodega Bay, San Francisco, Santa Cruz, Big Sur, Cambria, Santa Maria, Santa Barbara, Santa Monica, and San Clemente as they make their way down the coast. The group arrived in Mendocino June 19 to begin the journey that will conclude June 30 in Tijuana.

The group began the trip with pledges of $97,000 towards their goal. Donations can be made to Sutter Cancer Center and to UC Davis M.I.N.D. Institute

Why do you choose to support the university through your philanthropic gifts and your volunteerism?

The answer is simple: UC Davis presents the greatest hope and the greatest power to make our region more interesting, more exciting and more prosperous. When I look around the country at other communities that took great leaps forward, that found a way to reach a higher trajectory, it has often been the intellectual property of the university that generated new prosperity. Think of the computer industry and Silicon Valley, or the development along Route 128 in Boston. Think of the research triangle in Raleigh-Durham or the Mission Bay development in San Francisco. In each case it was the power of the ideas and creativity generated on campus that moved the region forward.

 Lauren Redfern, a former female Basalt High School gym teacher who had been charged with sexual assault on a student, was sentenced, but faces no prison time.

Lauren Redfern, 26, was sentenced Tuesday.

Redfern, 26, was arrested after she was caught by the school’s athletic director having sex with a student in the teacher’s restroom. At the time Redfern was charged with two felony counts of sexual assault on a child by a person in a position of trust with a pattern of sexual abuse, a class 3 felony.

“They were caught in a room they shouldn’t have been in together and that’s what started this investigation. And they admitted what was going on,” Eagle County Undersheriff Mike McWilliams told CBS4 shortly after Redfern’s arrest. Please continue @: http://tinyurl.com/ctcqgr9

Howard Dickstein / Jeannine English

Sacramento-based lobbyist Jeannine English — who served as a “public member” of the State Bar of California Board of Governors since 2006 — is no longer part of the board, TLR has learned.

English is married to Howard Dickstein –  a widely-known but controversial figure within California’s Tribal Gambling industry.

Recently, both Dickstein and English were named as defendants in two separate RICO suits —  advanced by  Spire Law Group and Dan Dydzak.

Dickstein , who is no stranger to litigation, has been previously named a defendant in a suit advanced by his client, members of the Yocha Dehe Wintun Nations (formerly known as the Ramsey Band of Wintun Indians), which owns and operates the Cache Creek Casino in Brooks, California, an unincorporated community in Yolo County.

In that action, the plaintiffs — who were represented by Sonnenschein Nath & Rosenthal, Cotchett, Pitre & McCarthy and legal ethics expert Michael Boli — alleged that Dickstein engaged in myriad fraudulent conduct, concealment, conversion (i.e. a non-criminal term referring to the act of theft), breaches of fiduciary duties, misrepresentations, and unjustly enriching himself with tribal money by defrauding the tribe of millions of dollars over more than a decade.

He obtained a $4.85 billion settlement in litigation against Merck pharmaceutical company for personal injuries suffered by consumers who used Vioxx medication. Loyola’s Civil Justice Program honored Girardi as a Champion of Justice in 2005 and bestowed the same honor on Robinson in 2007.

The State Bar Board of Governors has selected Angela Davis of Los Angeles and Mark P. Robinson Jr. of Newport Beach to join the Judicial Council of California, Chief Justice Tani Cantil-Sakauye said Friday.

The attorneys were appointed to three-year terms, which will commence Thursday.

An explosive report from investigative reporter Peter Byrne has revealed an on-going financial relationship between Senator Feinstein’s husband Richard Blum, Station Casinos and Colony Capital involving millions of dollars of University of California money.

In “Investor’s Club: How the UC Regents Spin Public Funds into Private Profit” found on Spot.us , Byrne examines the financial dealings of University of California Regent Richard Blum including his direct link to Station Casinos, the company that is trying to build a Class III casino in the small University town of Rohnert Park, CA in partnership with the Federated Indians of Graton Rancheria.

Byrne reveals that Richard Blum’s real estate firm, CB Richard Ellis, of which Blum is the Chairman of the Board, touts itself as the ““the leading global casino real estate advisor.”.

Since 2007, UC has invested millions of dollars with Colony Capital, a Los Angeles private investment firm. One of Colony Capital’s principal partners is Richard Nanula, a longtime trustee of the University of California, Santa Barbara. One of Colony’s business partners is Mr. Blum. The intersection of financial interests between UC, Colony Capital, and Mr. Blum is revealed through the workings of the leveraged buyout deals of Fairmont Raffles Holdings International in Toronto and Station Casinos in Las Vegas…

The Players:
· The Fertitta family operates and partially owns Station Casinos, one of the largest casino chains in Nevada. Until three years ago, it was a publicly traded company.
· Real estate firm CB Richard Ellis bills itself as “the leading global casino real estate advisor.”
The Blum Connection: Mr. Blum is the chairman of the board and a controlling shareholder of CB Richard Ellis. He is a member of the board of directors of the hotel chain Fairmont Raffles Holdings International, owned by Colony Capital. He is also an investor in a Colony Capital acquisition fund.
The Deal: In 2007, Colony Capital partnered with the Fertitta family in a $5.7 billion leveraged buyout (taking the public company private). Colony partly financed the deal with Colony Capital VIII. U.S. Securities and Exchange Commission records show that as the deal was being negotiated, Station Casinos hired CB Richard Ellis to evaluate the Fertitta-Colony offering to Station Casino’s public shareholders. CB Richard Ellis was charged with determining if the offering was fairly priced. Mr. Blum’s firm told Station Casino shareholders that the deal was a solid investment.
UC’s Investment: While Mr. Blum served on the regents’ investment committee, UC invested $16.6 million in the Colony Capital fund (Colony Capital VIII) which bought Station Casinos in a deal that was partly overseen by CB Richard Ellis, a company Regent Blum controls. The deal benefited Colony Capital, a firm to which Mr. Blum is deeply connected through investments and a board directorship.
Fallout: Not long after it was privatized, Station Casinos declared bankruptcy due to the combined effects of the recession and the $1.6 billion operating debt that its new owners had imposed on the company via the buyout. Former shareholders of Station Casinos claimed that the deal was not in their best interest, as CB Richard Ellis had claimed. The Colony Capital fund that financed the Station Casinos buyout (Colony Capital VIII) has lost more than half its value due to the soured deal, enraging institutional investors. As of December 2009, the value of UC’s investment in Colony Capital VIII had decreased by $6.3 million.”

Most of remember that Senator Feinstein has been MIA for the most part on the Rohnert Park casino, even while taking direct action on the San Pablo casino.

A cursory review of Senator Feinstein’s Senate Public Disclosure Financial Report filed in May, 2007 reveals that the Senator owned “$205,001 – $500,000” of common stock in CB Richard Ellis, the most recent Blum-controlled company to do business with Station Casinos, Inc..

STC101 has learned that Blum’s business relationship with Station Casinos goes back to at least 2001-2002. By the time the Graton Rancheria project came along in 2003, Blum-controlled Perini Construction had already made millions from Station Casinos projects, including Station Casinos’ first California tribal casino, Thunder Valley.

According information, some of which was developed by STC101 and some of which was received from a third party and verified by STC101, Perini made in excess of $1 billion from Station Casinos building projects.

Here’s the time-line for some of Richard Blum’s business dealings with Station Casinos:

February 2004: Station Casinos Inc. awards Perini Building Co. a $63 million construction contract to expand Green Valley Ranch Station

April 2004: Perini awarded multi-million dollar contract on Station Casinos’ deluxe Red Rock Resort.

October 2005: Blum divests himself of Perini interests due to controversy surrounding charges of nepotism and favoritism on federal and state levels.

(?) 2007: According to Peter Byrne, Blum’s “CB Richard Ellis” contracts with Station Casinos to do land valuations for Rohnert Park properties and other CA properties for the deal that took Station Casinos private.

LAST WEEK, we talked about how U.S. Sen. Dianne Feinstein’s husband, Richard Blum, is a controlling stockholder in Perini Corp. Blum’s company enjoys $2.5 billion in war contracts in the Middle East, thanks, in part, to his wife’s hawkish votes on the Defense Appropriations Subcommittee for military construction.

This week, we’ll chat about how Massachusetts-based Perini is a charter member of the military-industrial-gambling complex (MIG). The powerful engineering firm books a billion dollars a year building casino resorts for Las Vegas gambling concerns and Indian tribes. And just as Feinstein’s war votes have helped Perini overseas, her recent actions regarding Indian casinos in California appear to have benefited her husband’s company here at home, at least indirectly.

In Southern California, Perini has constructed casinos for the Pechanga and Pala bands of Luiseno Indians; the Santa Ynez band of Chumash Indians; and the Morongo and San Manual bands of Mission Indians.

In the north state, Perini built the Las Vegas-style Thunder Valley Casino for the United Auburn Indian Community in Placer County, not far from Sacramento.

The project was financed with $215 million from Station Casinos, a Nevada-based gambling corporation that develops Indian casinos and manages them for 25 percent of the take. Thunder Valley was the second casino that Perini constructed for Station Casinos. When it opened two years ago, the Northern California gambling market–with 23 working Indian casinos and 14 more proposed–was saturated.

As Las Vegas-controlled casinos proliferate in the North Bay, it is important to understand the hidden rules that govern where casinos do and do not get built. Enter Feinstein, a longtime proponent of Indian gambling, Indian sovereignty and tribal exemption from civil regulation–except when it suits her purpose to challenge Indian sovereignty and the exemption from environmental law that it bestows.

“I have grown deeply concerned about the proliferation of off-reservation gaming and the trend toward reservation Œshopping’ funded by out-of-state gaming interests,” Feinstein pronounced last year. In January she introduced a Senate bill to specifically squash the Lytton band of Pomo Indian’s urban casino project in San Pablo, in the East Bay.

The move against the San Pablo casino marks the second time that Feinstein has used the power of the Senate to shape the gambling market in Northern California. In 2003 she introduced a bill to specifically force the Federated Indians of the Graton Rancheria in Sonoma County to comply with environmental laws. The Gratons, and their Las Vegas backer, Station Casinos, treated the threatening legislation as an opportunity to get out of a politically awkward land deal. They moved their proposed gambling resort away from a federally funded wetland area near San Francisco Bay to a politically unprotected–but no less wet–wetland just outside the city of Rohnert Park. Mission accomplished, Feinstein dropped the bill.

For successful tribes, the trick is to partner up with Las Vegas money and install a hundred million dollar gambling operation, no matter what the locals think about it, under the rubric of tribal sovereignty. But the concept of tribal sovereignty is a creation of Congress, and what Congress giveth, it can also taketh away. Feinstein’s selective interference in the development of casino sites reveals who holds the best hand in the Indian casino game (rich white people, as usual).

Why does Feinstein object to casino-reservation shopping by the Lytton band in San Pablo, while not objecting to the Graton Rancheria’s shopping expedition in Rohnert Park? The residents of both areas are largely opposed to the casino projects. If the developers were not fronted by sovereign tribes, the projects would probably founder on environmental issues alone. And yet the senator favors one tribal project over another, Graton over Lytton.

And why does she object to “out-of-state gaming interests” developing casinos in certain counties, but not in Placer County, where, coincidentally, her husband’s firm was able to build a casino for the company that now stands to benefit from two interventions by Feinstein?

Feinstein’s machinations are partially about curbing market forces. Rural casinos depend upon attracting customers from Sacramento, San Francisco and Oakland. Erecting casinos in the cities will kill rural casinos. Why drive 50 miles to Rohnert Park, when you can take BART to San Pablo?

But Feinstein is not an equal opportunity casino broker. A thriving casino in Rohnert Park, for example, would attract customers away from Indian casinos to the north in Hopland and Geyserville. But Feinstein has shown little interest in protecting those tribes from competition–perhaps because they are not partnered with Station Casinos, which has a history of contracting Perini, which would probably love the Rohnert Park job.

The Leslie Brodie Report has learned that “George Davis and Jeannine English, remain members of the Board of Trustees because they have not been replaced on the Board.  Pursuant to Government Codes 1302 and 1774, these members are required to remain on the Board until they are replaced, and the Governor has 60 days after the expiration of their terms to appoint replacements.”

The glitz, the stuffed buffet tables and even the thrilling clang of jackpots can’t disguise one thing: Local casinos are taking a hit.

Because of the recession and a general malaise in consumer confidence, gambling revenue at local tribal casinos is down, said Jason Dickerson, gambling policy analyst for the state.

“After a decade or more of strong growth in the industry, customers have pulled back on gambling,” said Dickerson, who works for the state Legislative Analyst’s Office. Dickerson said the local cutbacks are following a trend of “sharp retrenchment” statewide, nationally and even globally. “We’re finding that gambling is ultimately an entertainment product, and there’s been a broad pullback in consumer discretionary spending.”

The four tribal casinos in the Sacramento region — Jackson Rancheria Casino & Hotel, Cache Creek Casino Resort, Thunder Valley Casino and the recently opened Red Hawk Casino — won’t say if revenue has fallen, but said no layoffs are scheduled. But some casino officials admit at least a flattening in demand.

Financial records at tribal casinos are confidential, but Dickerson doesn’t doubt the slowdown in Indian gaming revenue. Even the governor’s budget reflects smaller contributions from tribes with casinos. With demand and revenue shrinking, tribal casinos are likewise halting or scaling back lavish expansion plans and beefing up marketing efforts to ride out the tough times.

In Southern California, employees are being laid off because of reduced revenue and traffic. He hopes it proves that Californians shouldn’t rely on tribal payments to state coffers.

“Some have thought that tribal payments would be a panacea, a great source of growth for many years, and we’re seeing that that’s flawed, that casinos are susceptible to economic conditions and are not going to grow infinitely,” he said. “Casinos will never solve our budget problems, it’s a miniscule component of our budget.”

Expansion on hold

One of the most visible examples of the downturn in gambling is at Thunder Valley in Lincoln, where construction on a planned ambitious expansion stopped in November. Thunder Valley spokesman Doug Elmets said the tribe, the United Auburn Indian Community, originally planned to add a 23-story hotel, nine-story parking garage, performance venue, childcare room and video game arcade.

“They put the expansion on hold three to six months to reassess the scope, given the uncertain market demands,” Elmets said. “They’re looking at whether they need as many square feet, number of suites and parking spaces as was originally planned.”

Elmets said the reassessment of the expansion is not a result of competition from the newly opened Red Hawk Casino on Highway 50 in Shingle Springs. In fact, he said, the hoopla surrounding Red Hawk’s Dec. 17 grand opening and advertising for the new casino has strengthened the regional gaming market overall. Still, he said the flagging economy has impacted Thunder Valley’s bottom line.

“The economy is affecting casinos,” Elmets said. “Casinos are not immune to what is happening in the general economy. We find the same number of customers are coming to Thunder Valley, but spending less than last year.”

Strong regional market

Elmets pointed out that even though visitors might be more frugal, the Sacramento gambling market is “ripe for maturity,” since 5 million people live within a 100-mile radius of Thunder Valley and Red Hawk, and 60 percent of the residents in the market area are adults over 21.

“All the reports we’re hearing is that the gaming market in Sacramento has been one of strongest investments in the U.S. for decades, because Sacramento has historically been one of the biggest feeder markets to casinos in northern Nevada,” Elmets said.

Rich Hoffman, chief executive officer of Jackson Rancheria in Amador County, said Red Hawk’s opening caused a brief bump in business at the older foothills casino, thanks to overall awareness being raised by the extra advertising. Hoffman said 2008 gross revenue at Jackson Rancheria was up about 4.5 percent over 2007, but when the cost of living and increased expenses were factored in, “it’s pretty much a push.” The casino historically has seen steady growth, so he characterized 2008 as a “slowdown for us.”

“I feel good about that when I think about where some our colleagues in the state are,” Hoffman said. “Many casinos are seeing double-digit drops in revenue, so I feel very fortunate. Especially in more mature markets in Southern California, they’re taking a beating.”

Building a destination

Cache Creek Casino Resort in Yolo County is also feeling the pinch of consumers spending less.

“The slowdown in the economy has had some impact on our business, as it has on every other business in the country,” Cache Creek general manager Randy Takemoto said in a prepared statement. “We have found we have slightly fewer customers than in prior years, though there has been a noticeable drop in spending.”

That pinch, however, hasn’t dampened Cache Creek’s plans to expand. Takemoto said the tribe re-evaluated plans for its “destination resort project” and found it still made sense. The expansion will include a spa, golf course, additional restaurants and entertainment venues.

Yolo County supervisors are challenging the project because of environmental concerns, including increased traffic on Highway 16. The tribe and the county recently went to arbitration over the disputed expansion project.

Takemoto said the Cache Creek expansion would create 1,000 new jobs at the casino, to add to the 2,500 current positions, “as well as hundreds of construction jobs in the heavily impacted building industry.” Cache Creek spokesman Bill Schreiber said Yolo County’s unemployment rate is more than 9 percent, and the proposed expansion could infuse $95 million into the local economy.

SAN FRANCISCO, July 6 /PRNewswire-FirstCall/ — Pacific Gas and Electric Company (PG&E) today announced that it will join other California business, civic, labor and environmental organizations in opposing Proposition 23, a new state ballot initiative that would suspend California‘s landmark Global Warming Solutions Act of 2006, also known as Assembly Bill (AB) 32.

AB 32 requires California to reduce greenhouse gas emissions to 1990 levels by 2020.
