CSUS / inquire about the current employment status of Barbara O’Connor

Dear Madam/Sir:

This will serve to verify and inquire about the current employment status of Barbara O’Connor with respect to California State University, Sacramento.

Specifically, is she presently a professor with the university? My initial research leads me to believe that she is no longer affiliated with CSUS, even though she is listed elsewhere as a current professor (ie, CETF website. See: http://www.cetfund.org/aboutus/board/OConnor-Barbara ).

For that reason, I would like for you to verify this matter by providing me with the exact dates of her employment.

Thank you for your assistance and anticipated prompt response.

Venoco, Inc., Venoco Corporation, or Venoco, is a private American oil and gas exploration and production corporation. It is predominantly active in California, where it is a large natural gas producer in the Sacramento Valley, and where it produces oil and gas both onshore and offshore of southern and central California. It has fields and prospects in Santa Barbara County, Monterey County, Kern County, San Luis Obispo County, and Ventura County. Venoco owns and operates the West Montalvo Oil Field and Santa Clara Avenue Oil Field in Ventura County as well as the South Ellwood Oil Field offshore Santa Barbara, the Santa Clara Offshore Oil Field and the Sockeye Oil Field in the Santa Barbara Channel west of Ventura. It maintains an office in Carpinteria, California, and its corporate headquarters are in Denver.[1]

Formerly traded on the New York Stock Exchange as VQ, Venoco became a private company again in October 2012 when Tim Marquez, co-founder, arranged financing to buy the outstanding shares of the company stock.[2]

Monterey shale

Since 2011 Venoco’s primary business interest has been developing California’s Monterey Formation, particularly portions of the unit that contain large amounts of shale oil potentially recoverable using new technologies, including hydraulic fracturing (fracking). Venoco has obtained 312,000 gross and 214,000 net acres in the Monterey, and has begun producing in the newly-delineated Sevier Oil Field in Kern County. Venoco’s Monterey acreage is spread across three geologic basins: the San Joaquin (the largest), the Salinas Valley and the Santa Maria Valley.[3][4]

Fracking controversy

Initial work in two of the Monterey shale basins, the Santa Maria and Salinas, have caused some local controversy. Venoco’s initial fracking of the Monterey shale in the Los Alamos Valley aroused opposition in 2011. A group of concerned citizens brought up the issue with the Santa Barbara County Board of Supervisors, who initially cited Venoco for fracking without a permit, but later withdrew the claim. The site of the test wells is in a valley adjacent to two wine producing regions, Santa Ynez Valley AVA and Santa Maria Valley AVA.[5] In the Salinas basin, the Venoco encountered opposition in Monterey County over 9 proposed wells, also in a wine producing region, wells which would use fracking. Environmental groups and concerned citizens have blocked its plans. Among the components listed in Venoco’s proposed fracking fluid for Monterey County is a gelling agent with a 60 to 70 percent concentration of “petroleum distillate blend.” The exact mixture is unknown as it is proprietary to manufacturer Baker Hughes.[6]

Venoco, Occidental and other oil companies, are experimenting in the Monterey shale formations. Tupper Hull of the Western States Petroleum Association, an industry group representing oil and gas companies observed that their member companies are the investigating the potential of hydraulic fracturing in California.[7]

Venoco acknowledged fracking the Monterey Shale from Platform Gail on the Sockeye Field in 2009 off the coast of Oxnard, California.[8]

BILL ANALYSIS                                                                                                                                                                                                              1

—————————————————————–

SENATE COMMITTEE ON NATURAL RESOURCES AND WATER
                Senator Darrell Steinberg, Chair
                    2007-2008 Regular Session

—————————————————————–

BILL NO:  AB 837                   HEARING DATE:  July 10, 2007
AUTHOR:  Levine                    URGENCY:  No
VERSION:  June 26, 2007            CONSULTANT:  Bill Craven
FISCAL:  Yes
SUBJECT:  Oil and gas leases.

BACKGROUND AND EXISTING LAW
The California Coastal Sanctuary Act of 1994 generally prohibits
new leases for oil and gas development in all state waters that
are designated as a coastal sanctuary. The act defines those
waters as those subject to tidal influence but not including
parts of San Francisco Bay, and it also excludes state waters
subject to an existing oil or gas lease that is in effect on
January 1, 1995, unless that lease is deeded or otherwise
reverts to the state after that date.

Under the terms of the Act, new leases may be approved only upon
a presidential finding that the nation faces a severe energy
supply interruption, that the governor finds the energy
resources in the sanctuary will help alleviate the crisis, and
the Legislature acts to amend the Act.

The Act authorizes the State Lands Commission to enter into a
lease if it determines that oil and gas beneath state-owned
tidal and submerged lands is being drained by wells upon
adjacent federal lands and if it determines that such a lease is
in the best interests of the state. A second provision in the
Public Resources Code, Section 6872.5, authorizes the commission
to adjust the boundaries of existing leases to encompass all of
an oil or gas field that is partially contained within an
existing lease under specified conditions.

Existing law also contains specific provisions for oil and gas
drilling in the Santa Barbara Channel.

PROPOSED LAW

This bill would prohibit the commission from issuing a new lease
or lease extension from coastal tidelands or submerged lands in
state waters within the Santa Barbara Channel if such lease or
lease extension would be developed from an existing or new
offshore oil platform.

ARGUMENTS IN SUPPORT
According to the author, this bill would diminish the risk of
oil spills in coastal waters and forestall other environmental
effects from offshore oil development. The author contends the
bill is consistent with the current position of the state which
is to oppose new leases in federal waters off the California
coast.

The author acknowledges that this bill would affect one current
project. Venoco, Inc. has applied for an extension of lease
boundaries from the State Lands Commission. The author relates
that the project calls for up to 30 new and redrilled wells from
the existing Platform Holly. Venoco received a state lease in
1949. In 1993 it relinquished half the lease in Santa Barbara
County to take a lease in Orange County. According to the
author, the company is now interested in regaining the entirety
of its former Santa Barbara lease. The commission is expected to
release its EIR later this year. In its Notice of Preparation,
it stated that the proposed project has a reasonable possibility
of an oil spill during the lifetime of the project that could
have a significant effect on the environment and that other
aspects of the project also could have a significant effect on
the environment.

No formal positions on the bill were received by the City of
Goleta or the county of Santa Barbara. Background materials
provided by the author indicate that Goleta’s formal policy is
to oppose new leases in the western Santa Barbara Channel. The
county is uncertain if the project will meet its odor abatement
requirements.

ARGUMENTS IN OPPOSITION
None were received. However, the author’s background materials
indicate that Venoco considers its application to be authorized
as a vested right since it has had operations in this lease
since 1968. That issue would likely be resolved by the
commission unless this bill first becomes effective and preempts
the approval of the requested lease boundary extension.

COMMENTS

It should be noted that the Notice of Preparation cited by the
author represents the beginning of the CEQA process.

The Governor and the California Ocean Protection Council have
strongly opposed federal legislation that would have expanded
oil and gas drilling in the Outer Continental Shelf and lift the
25-year ban on off-shore oil drilling in California and other
coastal states, despite any revenue consequences to the state.

SUPPORT
None Received

OPPOSITION
Association of the California Independent Petroleum Association
Plains Exploration and Production Company

California statehouse staffer is a superstar of his own

High-powered state Senate staffer Kip Lipper, right, meets with his boss,… (Robert Durell / For The Times )

Reporting from Sacramento — If he were a basketball star instead of a statehouse staffer, he’d be Kobe Bryant or Magic Johnson — a veteran playmaker, feared by foes, his best moves unleashed just before the buzzer.

But like so many Sacramento insiders, Kip Lipper plays out of the limelight, in the back corridors of the Capitol, unknown to the public whose air and water and ecological ethos he has made his specialty over the last three decades.

As the environmental expert for the state Senate’s ruling Democrats, Lipper has helped craft many of California’s groundbreaking laws in that realm — and become a foil for Republicans irked by what they view as regulatory excess, and by the economic fallout.

His fingerprints are on the California Clean Air Act, the state Safe Drinking Water Act and the landmark 2006 curbs on greenhouse gas emissions. Legislation that boosted recycling, reduced landfill dumping, saved redwoods and cleaned up power plants are also part of his highlight reel.

Eric George in Addendum # 11 to Suspicious Financial Machinations Surrounding University of California Regent Richard Blum — Husband of Dianne Feinstein : UC Berkeley Institute of Governmental Studies aka “IGS” [TLR Note: 1- Eric George part of IGS; 2- California Supreme Court Historical Society (“CSCHS”) headed by Ronald George, PG&E’s Ophelia Basgal of CaliforniaALL, and Kay Werdegar forward money to IGS 3- In 2007 , CSCHS transfers the unusually high amount of $ 51, 720 to IGS — which YR is in the process of analyzing — may have been used to bribe Joseph Grodin in matter involving PG&E, Jerry Brown, Bill Lockyer, Howard Rice’s Jerome Falk and Amy Margolin 5. CSCHS also transfers funds to “University of California Board of Regents” 6- Separately, according to YR, CSCHS can’t treat expenses for services as “grants” or “donations” 7- Eric George remains under scrutiny in matters involving Toyota, In Re Girardi, Ocean Liners, Winnie the Pooh, Bet Tzedek, 1st. Century Bank, etc…]

The California Supreme Court Historical Society was founded in 1989 as a non-profit public benefit corporation dedicated to recovering, preserving, and promoting California’s legal and judicial history, with a particular emphasis on the State’s highest court. The Society serves the interests of the bench and bar, the academic community, and the general public through its publications, educational programs and support of scholarly research. In addition, the Society assists private and public agencies with exhibitions, oral histories, court tours, and the acquisition and archiving of judicial materials.

TIMELINE May 2012:Feds Sign $20M PR Contract to Promote Obamacare(TLR Note:Highly relevant to events exposed on TLR in re AARP,Bill Novelli, operative Donna Lucas, fraudster CETF’s Barbara O’Connor of AARP/Lucas)

The federal government has signed a contract with a public relations firm to spend $20 million to promote Obamacare, a law that made be defunct in a month.
The advertising campaign will educate the public on staying healthy and preventing illness, a Health and Human Services official told The Hill.
The controversial Affordable Care Act includes provisions for the advertising blitz in the law. The contract was won by the public relations firm Porter Novelli in a competitive bidding process, according to the Hill.
The Supreme Court is expected to rule on the constitutionality of the law before its recess in June.

“Let me suggest that the president spend a little more time trying to do something about the spending, debt, and gas prices, and a little less time trying to spin the unpopular things he’s already done. It might require a little more work, but it’s what we need. It’s time to lead,” said Senate Minority Leader Mitch McConnell, R-Ky. ——

The Department of Health and Human Services has inked a $20 million contract with a top public-relations firm to sell aspects of the Obamacare law to the American public.

According to a report in PR Week, HHS’s Center for Medicare and Medicaid Services has awarded the contract to PR firm Porter Novelli. The firm has offices worldwide, and boasts PepsiCo, Hewlett Packard, and the Centers for Disease Control and Prevention as existing clients.

According to The Hill, the Porter Novelli campaign is “designed to educate the public about how to stay healthy and prevent illnesses.” It will do so by highlighting provisions of Obamacare.

The PR push is part of a sustained effort to try to sell the unpopular Obamacare law to the American public. Last year, HHS asked Congress to quadruple the budget for its public affairs office – to nearly $20 million – and nearly double the size of the office’s staff. The department insisted the changes were necessary to “help Americans understand and access their benefits and information under the law.”

A Freedom of Information Act request filed by the group Judicial Watch last year revealed the lengths to which HHS has gone to attempt to sell Obamacare to a skeptical public:

 • The Obama HHS launched a campaign to track Internet searches and to use online search engines such as Google and Yahoo to drive traffic to a government website promoting Obama’s health care overhaul. Using “pay-per-click” advertising tools, such as Google Adwords, HHS purposely targeted people searching the term “Obamacare,” a word that has been described as “disparaging” by political agents of the president.
 • According to a budget summary prepared by Ogilvy, from October 2010 through February 2011, the Obama administration spent $1,435,009 on these online advertisements alone, including advertising campaigns with Google and Yahoo, almost $300,000 per month.
 • A number of documents address the need to target the Obamacare propaganda campaign to Hispanics, blacks, and women. For example, according to an email from Chris Beakey, vice president of Ogilvy PR Worldwide, to HHS officials on Dec. 16, 2010, summarizing a conference call, “You want to utilize the bulk of their paid media efforts (which would include expenditures for Radio One and Univision) on media that reaches African Americans and Hispanics. The money will go farther and these audiences continue to be a top priority.”

The Leslie Brodie Report Suspends Journalistic Inquiry into Scripps Institution of Oceanography, Donna Lucas, Tony Haymet Amid Untimely Death of Marty Africa’s Beloved Son — Matthew Africa

matthew-africa-RIP.jpg
Matthew Africa, RIP

On November 15, 2012 Amid conflicting reports and unanswered questions, a journalistic inquiry was launched by TLR into events surrounding San Diego-based Scripps Institution of Oceanography (“SIO”), and directors Tony Haymet, Donna Lucas, and Marty Africa.

According to the East Bay Express, “On September 3, legendary Bay Area DJ Matthew Africa was tragically killed in a car accident while returning from Yosemite with his wife. The death sent shockwaves through the Bay Area DJ community, where Africa had been a mainstay for decades, and reverberated through the blogosphere. Local and national outlets covered his passing. Clearly, Africa was a man who touched a lot of people on a lot of different levels.”

Accoding to Patterson Irrigator “Africa was heading northbound in his 2001 Volkswagen Beetle on Highway 33 just north of West Stanislaus Road at about 2:45 p.m. Sunday when he veered off the road for unknown reasons, according to a CHP report. His Beetle hit shoulder gravel, steered back onto the highway and spun in a clockwise direction and into the southbound lane before striking a 2000 Peterbilt driven by Hector Alvarez, 23, of Newman, according to the CHP. Africa was pronounced dead at the scene from injuries while his passenger, Ha Le Cow, 38, of Berkeley was taken by air ambulance to Doctors Medical Center for treatment of what was described as major injuries.”

Consequently, TLR has suspened the above mentioned inquiry, which will resume in January of 2013.

Addendum #1 to UC Regent Richard Blum and Wife – Senator Dianne Feinstein – Under Scrutiny In Re Prima Facie/Preliminary Evidence of Money Laundering Through the University of California: RICO Defendants Jeannine English and Husband Howard Dickstein of J

In TLR previously published comment stating that University of California’s Regent Richard Blum and wife — Senator Dianne Feinstein —  are under scrutiny in connection with:UCI Foundation’s Joe Dunn and Erwin Chemerinsky (both of Voice of OC — initially housed at home of Kinde Durkee; entity which the IRS apparently exempted from full compliance of its rules and regulations );UC Berkeley Foundation’s Gibor Basri and Freada Klein Kapor  (both of sham entity CaliforniaALL -used to launder money from utility companies to OBAMA FOR AMERICA, allegedly); Carry Zellerbach of CaliforniaALL; University of California Scripps’ operative Donna Lucas and Martha Fay Africa  (alleged paramour of Morrison & Foerster’s James Brosnahan — mastermind behind and legal counsel of CaliforniaALL),  we were remiss in not mentioning husband and wife —  Howard Dickstein and Jeannine English.

Both Dickstein and English are named defendants in two separate RICO suits advanced by The Spire Law Group and Dan Dydzak.

The allegations contained in the Spire complaint allude to money laundering by Howard Dickstein and Jeremy Ben Ami of J Street PAC — an anti-Israel entity recently embraced by Dianne Feinstein, subsequent to  financial  contributions from J Street PAC to Feinstein’s political campaign.

BREAKING NEWS… DEVELOPING … Inquiry Into Barbara O’Connor Widens … LINK AMERICAS Foundation….Brenda Kempster…. 2009 Inauguration of Barack Obama ?

*The Leslie Brodie Report urges the readers to exercise caution and not jump to conclusions regarding misconduct by anyone.

According to sources seeking anonymity, the multi-prong inquiry into AARP, Porter Novelli, Barbara O’Connor, Donna Lucas, and Lucas Public Affairs is rapidly expanding and encompasses broader inquiries than had been acknowledged up to now on The Leslie Brodie Report.

One aspect of the inquiry involves 3 subparts:

1) Circumstances surrounding myriad fraudulent activities by the AARP, AARP Foundation, Barbara O’Connor, Donna Lucas, and Lucas Public Affairs.

Specifically, the lack of disclosures on AARP’s website that AARP Director Barbara O’Connor is part and parcel of Lucas Public Affairs — an ipso facto extension of Porter Novelli and Bill Novelli; as well as other false and misleading information.

2) Circumstances surrounding Barbara O’Connor and Sunne McPeak in connection with non-profit entity known as California Emerging Technology Fund (“CETF”)

3) Circumstances surrounding Barbara O’Connor and Brenda Kempster in connection with non-profit entity known as LINK AMERICAS Foundation.

In connection with Sub-Part #3, special attention is being paid to the examination of an expense totaling  $167,145.00 in year 2009.

Specifically, LINK AMERICAS and Directors Dave Leveille, Elva Lima Of Verizon Communication, Richard Methia, Cheryl  Meils, David Saedi, Barbara O’Connor, Dan Throgmorton, and Brenda Kempster represented to the IRS that an expense of  $167,145.00 was utilized for “Venue Fee and Gala Expense” and that  “The 2009 Link Technology Serving Humanity Global Literacy Gala was held in Washington, DC to promote the advancement of Information and communication technology literacy in the areas of Life, Information, Nature, and Knowledge (Link) throughout The Americas.”

LINK AMERICAS and Directors Dave Leveille, Elva Lima Of Verizon Communication, Richard Methia, Cheryl  Meils, David Saedi, Barbara O’Connor, Dan Throgmorton, and Brenda Kempster also represented to the IRS that an expense of  $2350 was utilized “in conjunction with groups of volunteers from Costa Rica, Europe, and the US- to help build schools, develop literacy programs, and provide reading glasses to children and adults in communities in Central America.”

California Forward :

Perplexed by the increasing dysfunction of the state’s fiscal and political systems, five major California foundations – The California Endowment; The Evelyn and Walter Haas, Jr. Fund; The William and Flora Hewlett Foundation; The James Irvine Foundation; and The David and Lucile Packard Foundation – came together to create California Forward, charging it with reshaping the future of the Golden State by fundamentally changing the way government operates.

California Forward was created by combining projects from California Common Cause, Center for Governmental Studies, New California Network, and The Commonwealth Club of California’s Voices of Reform Project. The organization has established itself as a trusted, influential, and bipartisan public interest effort, with an unwavering commitment to making government work better.

Our early steps toward reform include:

 1. Stabilizing the fiscal mess through budget reform.
 2. Changing political incentives with redistricting and the top two primary.
 3. Restructuring state and local government to drive innovation and results.

Dr. David Werdegar — Former CEO of San Francisco’s Institute on Aging — Hereby Asked to Opine on Suspicious Circumstances In Re Monetary Grants From The California Endowment to Lucas Public Affairs Prior to Election of Barack Obama

Dr. David Werdegar — public policy health expert and former CEO of San Francisco-based Institute on Aging —  is hereby asked to opine on events relating to the transfer of hundreds of thousands of dollars from The California Endowment to Lucas Public Affairs.

On April, 2011 President and CEO Dr. David Werdegar, Board Chair Anthony Wagner, State Senator Leland Yee, City Attorney Dennis Herrera, and Supervisor Eric Mar attended IOA’s Senior Campus ribbon-cutting ceremony.  A substantial portion of  IOA’s budget arrives from the City and County of San Francisco which uses IOA and its facilities to care for some its aging population.  Werdegar, husband of California Supreme Court Associate Justice Kathryn Mickle Werdegar, abruptly quit his position with IOA following an expose on The Leslie Brodie Report of alleged improprieties involving himself, his wife, and his son Matthew Werdegar – a partner at the litigation botique Keker & Van Nest. (Image:courtesy of IOA)

Specifically, despite the claim by The California Endowment —  a private health foundation created after the conversion of BlueCross of California to a for-profit company that provides grants to community based organizations throughout California —  that it only “makes grants to nonprofit organizations, tribal governments and public agencies that directly benefit the health and well-being of Californians. To apply for a grant, applicant organizations or their fiscal sponsor must generally have valid tax-exempt status under Section 501(c)(3) of the Internal Revenue Code and be classified as a public charity—not as a “private foundation” under section 509(a). (See @: http://www.calendow.org/about/overview.aspx)

The California Endowment, nevertheless, awarded hundreds of thousands of dollars to Sacramento-based for-profit public relation firm headed by operative Donna Lucas —  Lucas Public Affairs.

Robert Ross, seen in 2010, explains the choice of name for California's health insurance exchange: "Covered is an action verb, and if we do our job, that's what we want to happen," said Ross, an exchange board member and chief executive of the California Endowment.

Mitt Romney:Barack Obama’s health care plan useful tool in mobilizing black and Hispanic voter (TLR Note:Relevant to hundreds of thousands of dollars prior to election from California Endowment’s Robert Ross and Daniel Zingale to Donna Lucas)

In a conference call with fund-raisers and donors to his campaign, Mr. Romney said Wednesday afternoon that the president had followed the “old playbook” of using targeted initiatives to woo specific interest groups — “especially the African-American community, the Hispanic community and young people.”

“In each case, they were very generous in what they gave to those groups,” Mr. Romney said, contrasting Mr. Obama’s strategy to his own of “talking about big issues for the whole country: military strategy, foreign policy, a strong economy, creating jobs and so forth.”

Mr. Romney’s comments in the 20-minute conference call came after his running mate, Representative Paul D. Ryan of Wisconsin, told WISC-TV in Madison on Monday that their loss was a result of Mr. Obama’s strength in “urban areas,” an analysis that did not account for Mr. Obama’s victories in more rural states like Iowa and New Hampshire or the decrease in the number of votes for the president relative to 2008 in critical urban counties in Ohio.

“With regards to the young people, for instance, a forgiveness of college loan interest was a big gift,” Mr. Romney said. “Free contraceptives were very big with young, college-aged women. And then, finally, Obamacare also made a difference for them, because as you know, anybody now 26 years of age and younger was now going to be part of their parents’ plan, and that was a big gift to young people. They turned out in large numbers, a larger share in this election even than in 2008.”

The president’s health care plan, he said, was also a useful tool in mobilizing black and Hispanic voters. Though Mr. Romney won the white vote with 59 percent, according to exit polls, minorities coalesced around the president in overwhelming numbers: 93 percent of blacks and 71 percent of Hispanics.

“You can imagine for somebody making $25,000 or $30,000 or $35,000 a year, being told you’re now going to get free health care, particularly if you don’t have it, getting free health care worth, what, $10,000 per family, in perpetuity — I mean, this is huge,” Mr. Romney said. “Likewise with Hispanic voters, free health care was a big plus. But in addition with regards to Hispanic voters, the amnesty for children of illegals, the so-called Dream Act kids, was a huge plus for that voting group.” Source: http://thecaucus.blogs.nytimes.com/2012/11/14/romney-blames-loss-on-obamas-gi…

TIMELINE 2011: Karen Hutchens Press Release on Behalf of Deposed San Diego CleanTECH’s Tony Haymet of Scripps Oceanography (TLR Note: Hutchens confederate of Lucas — part of LHMS Group in Sacramento — peculiar mix of Porter Novelli/ Goddard Claussen ?)

SAN DIEGO, May 16, 2011 (GLOBE NEWSWIRE) — Through collaboration and leadership, the San Diego region has achieved significant milestones in the past three years while establishing itself as one of the world’s leaders in the cleantech economy. This month CleanTECH San Diego celebrates its 100th new member company with the addition of General Electric (GE), whose addition broadly underscores the organization’s ability to continue attracting a critical mass of both local and global industry stakeholders. Other major international brands that comprise CleanTECH San Diego membership include Iberdrola Renewables, Honeywell International, Soitec, Kyocera, Enel Green Power North America and Synthetic Genomics.

With nearly 800 cleantech companies in the region, including over 300 innovator companies and over 400 market enabler companies, San Diego is emerging as a global leader in clean technology.  Over 121,000 San Diegans are employed in this burgeoning cleantech sector with job growth estimated at six percent by 2015.   Other major accomplishments for the region include:

 • San Diego ranks as the Number 1 Solar City by Environment Today
 • New cleantech manufacturing facilities expand in the region, generating hundreds of new jobs
 • San Diego earns iHub Designation for Solar Storage and Biofuels by the state of California
 • Receipt of a $4million grant to create workforce training programs to support the growth of the region’s biofuels sector
 • CleanTECH San Diego ranks as one of the Top 10 cluster organizations in the world
 • CleanTECH San Diego is a co-founding member and 2010 host of the U.S. launch of the Global Cleantech Cluster Association (GCCA)
 • CleanTECH San Diego is a founding member of the Southern California Clean Tech Alliance and the California Clean Technology Leadership Council
 • Smart City San Diego Collaborative is announced to prepare the region for one of the largest deployments of electric vehicles in the nation

CleanTECH San Diego is working to maintain San Diego’s leadership as the market with the most solar installations and capacity.  With a robust private sector solar market comprised of more than 180 solar companies and the highest penetration of rooftop PV installations in the U.S., Environment Today ranks San Diego the Number 1 Solar City.  San Diego recently earned its iHub Designation from the state of California for its solar storage projects at UC San Diego and SDSU, as well as private sector storage and battery technologies and biofuels.

CleanTECH San Diego, in partnership with BIOCOM, the San Diego Regional EDC, the San Diego Center for Algae Biotechnology, UC San Diego and the San Diego Workforce Partnership, is supporting the region’s biofuels industry by creating training programs to ensure the industry is equipped with a skilled workforce to support its growth.  The EDGE Initiative focuses on a career-directed approach to help workers gain both employment and unique skills and training necessary to advance up the career ladder in an industry that continues to flourish as governments and communities seek cleaner alternatives to fossil fuels.

San Diego continues to grow more competitive in the global solar market by attracting new international solar companies to the region.  CleanTECH San Diego members Kyocera, Soitec, AMSOLAR, Siliken Renewable, and Sullivan Solar are leading that charge in the region’s solar market.  For example Soitec, a world leading supplier of advanced solutions for the energy and electronics industries, is building a solar factory in San Diego that will stimulate local job creation and manufacturing growth at a time when both areas are impacted.  Soitec’s 150MW manufacturing plant will produce CPV modules for the U.S. market while creating 500 local direct jobs and 1,000 local indirect jobs.  Siliken and Kyocera are also contributing to the growth in manufacturing by expanding operations.

CleanTECH San Diego is leveraging the region’s robust cleantech assets to nurture one of the strongest cleantech clusters worldwide. In 2010 the organization ranked globally, making the list of the Top 10 Cluster Organizations. This distinction, coupled with CleanTECH San Diego’s growing number of international company expansions led CleanTECH San Diego to host the U.S. launch of the Global Cleantech Cluster Association (GCCA), a new international effort to unite more than 30 of the world’s leading cleantech clusters with over 30,000 companies and 500 research institutes.

CleanTECH San Diego also plays a strong leadership role at the state level.  The organization’s advocacy programs provide support to member organizations facing regulatory issues by participating in the California Clean Technology Leadership Council. This visibility ensures that San Diego’s cluster is represented and well positioned to inform and preserve major regulatory schemes, including AB32 and SB 375.  The organization also ensures its cluster is at the forefront of the cleantech revolution through the Southern California Clean Tech Alliance.  A collaborative effort between the three leading cleantech organizations in Southern California includes CleanTECH San Diego, Clean Tech Los Angeles, and CleanTech OC. This alliance focuses on working strategically and when appropriate joining forces on grant opportunities and advocacy campaigns.

CleanTECH San Diego is also part of a bold, ground breaking, multi-year collaboration with the General Electric, SDG&E, UCSD and City of San Diego,. Launched in January 2011, the Smart City San Diego collaboration brings together five core partners to maximize project synergies and shared initiatives to move San Diego beyond today’s boundaries of sustainability.

$2 Million Anti-Health Care Reform Campaign Set to Roll

May 24, 2007 @ 10:00 AM

Steven Maviglio

UPDATE: We have been told that Donna Lucas has stepped down from the Blue Cross account. We apologize for the error.

Blue Cross and its business and insurance allies are poised to roll out a $2 million advertising campaign in the next few days designed to defeat the health care plans that are advancing in the legislature and being proposed by the Governor, the California Majority Report has learned.

Print ads in the Sacramento Bee and other newspapers are planned, backed by radio and eventually TV advertising. The campaign is said to be coordinated by Republican Sacramento political consultants Goddard Claussen with assistance from former top-level Schwarzenegger staffers Rob Stutzman and Donna Lucas. Ironically, those two ex-Administration staffers have been replaced by Daniel Zingale and Adam Mendelsohn, who are leading the Governor’s efforts on health care reform.

We’ve been unable to confirm the name of the new anti-health care reform group, but it will go by a misleading moniker along the lines of the “Coalition for Responsible Health Care Reform.” A website also will be launched.

According to someone familar with the campaign, “the message will be one of caution — we need health reform but we need to do it right.” Comparisons will be made to electricity deregulation as part of the campaign.

The insurance company campaign comes on the heels of a web and direct mail campaign by the California Nurses Association, which also is attacking, but from the opposite side of the political spectrum. CNA advocates a single-payer health care system and the legislation sponsored by State Sen. Sheila Kuehl. The Governor has vetoed that legislation in the past and has promised to do so again if it reaches his desk.

A coalition of groups, led by SEIU, the California Medical Association, Blue Shield, CTA and others, has said it is ready to combat the business-backed campaign. This group has filmed several commercials with Californians telling their real stories about the health care crisis and urging the legislature to act. Those ads have yet to air.

Also expected to weigh in heavily against the health care plans are two other Schwarzenegger allies, the California Chamber of Commerce and the California Restaurant Association. That group is expected to spend millions to thwart the legislation and possibly lead a referendum effort if it makes its way into law.

Golden Pacific Bancorp

Golden Pacific Bancorp To Open First N. Calif. Startup Bank for 2008

Rough Times? Perfect Timing For New Bank Opening in Sacramento

SACRAMENTO, Calif.–(BUSINESS WIRE)–A team that includes some of the Sacramento regions most experienced business and banking industry veterans is launching Golden Pacific Bancorp (GPB), which will open Sacramento-headquartered Golden Pacific Bank, a proposed federal savings bank, this December as the only startup bank in Northern California for 2008.

“Right now, many banks are preserving their capital, limiting the amount they will lend. This is affecting both small businesses, which rely on credit lines to maintain operations, and homebuyers who are having a hard time obtaining a mortgage”

The timing of the launch coincides with a financial market meltdown. But what is adversity for existing banks can be opportunity for new ones, say Golden Pacific officials.

Were starting with fresh capital, a problem-free balance sheet and a clear sense of direction. The banking landscape will be different after this crisis. To achieve success, it will require experienced leadership, a focus on quality underwriting, and the ability to regain the customers trust. Thats the advantage Golden Pacific Bank has as one of the few start-ups entering the marketplace, said Golden Pacific Bancorp Chief Executive Officer Kirk Dowdell.

Dowdell brings more than 21 years of banking experience to Golden Pacific, most recently as chief executive officer of Western Sierra National Bank. Larry Kurmel will serve as chairman of the board of directors. Kurmel was the chief executive officer of the California Bankers Association (CBA) between 1988 and 1999 before retiring. Prior to joining the CBA, Kurmel was the chief executive officer from 1985 to 1988 with the California State Teachers Retirement System, the nations fifth largest public pension fund, which serves over 500,000 active and retired teachers. Roy Malone will serve as president of the bank. Malone has a 17 year history in the banking industry, having spent the previous 11 with Dowdell at Western Sierra National Bank.

Right now, many banks are preserving their capital, limiting the amount they will lend. This is affecting both small businesses, which rely on credit lines to maintain operations, and homebuyers who are having a hard time obtaining a mortgage, said Malone. This creates a great opportunity for us to step in and meet the needs of healthy businesses and qualified consumers.

GPB will launch a statewide effort to repopulate many of Californias underserved communities with new community banking franchises. Golden Pacific Bank will be the first bank for what will become a statewide network of community-based banks. This will fill a growing void due to large, out-of-state banks buying out California-based banks. In the Sacramento region alone, there are now fewer locally based community banks with a smaller market share than anytime within the past decade.

Golden Pacific Bank will open its headquarters and first branch in downtown Sacramento this December inside the former US Bank Building at 980 Ninth Street. It will operate as a federal savings bank, regulated by the Office of Thrift Supervision. Golden Pacific Bank will engage in traditional mortgage and commercial banking activities with an emphasis on developing business and professional clientele within the greater Sacramento region.

In addition to Kurmel and Dowdell, other GPB board members are: Robert Aguallo, Jr., past general manager of the Los Angeles City Employees Retirement System; Richard Claussen, founding partner of Goddard Claussen Strategic Advocacy; Patricia A. Fong Kushida, president and CEO of the Sacramento Asian Pacific Chamber of Commerce; Brice Harris, chancellor of the Los Rios Community College District; William Hauck, president and CEO of the California Business Roundtable; Robert Kittredge, retired partner at PricewaterhouseCoopers; Donna Lucas, founder of Lucas Public Affairs, a statewide strategic communications firm; Cassandra Walker Pye, senior vice president for APCO Worldwide, a global communications consultancy; Frank Washington, chairman and CEO of media company Tower of Babel LLC; and Allen Zaremberg, president and CEO of the California Chamber of Commerce.

Joining Malone as executive officers of Golden Pacific Bank are Carol Corsetti as chief credit officer, a former vice president of Pacific National Bank in Sacramento; Krista Snelling, CPA, as chief financial officer, previously chief financial officer for Liberty Reverse Mortgage and Hanson McClain, and prior controller of Placer Sierra Bank; Harry Gunsallus as chief information officer, most recently chief information officer with Placer Sierra Bank; Colleen Mahaffey as treasury solutions officer; and Benson Louie as technology solutions manager, who had previously teamed up with Mahaffey to run the corporate cash management California division for Umpqua Bank and Western Sierra National Bank.

GPB will initially focus on growth in Northern California and ultimately intends to expand statewide not just with branches, but with more locally based affiliates that will be member banks supported by their local communities. Plans call for this expansion to start taking place after the Sacramento-based bank is up and running.

It is our belief that locally based banks are the institutional glue for their communities. Deposits are invested locally and lending decisions are made locally. This dynamic supports a communitys financial health. Golden Pacific Bank is committed to the long-term health of Sacramento. We know the acquisition of local banks by regional or national banks can have devastating effects on a communitys financial well-being, Kurmel said.

Greg Lucas — Husband of Donna Lucas of Lucas Public Affairs — Publishes Article by Daniel Zingale of California Endowment Re Obamacare (TLR Note:Nefarious Lucas neglects to mention over $1 Million Cal-End forwarded to wife to promote Obamacare)

Fourth of July, God Bless America and the Affordable Care Act

By Daniel Zingale

It’s the greatest legal victory for America’s health in our nation’s history.

By upholding the Affordable Care Act, the US Supreme Court paved the way for a new era in health care in this country, one that matches our aspirations to greatness, our sense of fairness and — maybe most of all — our passion for innovation.

•When the law goes into effect in 2014, Americans will no longer have to worry about where we’ll get affordable and quality coverage if we lose our jobs and our COBRA coverage runs out.

•We’ll no longer be stranded on a deserted health care island if our children or we have a pre-existing condition.

•Seniors on Medicare, 4 million of whom live in California, will no longer have to worry about prescription drug costs that too often fell into the “doughnut hole.”

•Recent graduates, just entering the workforce, will continue to be covered through their parents’ health insurance and will no longer have to worry about losing health care while also trying to find a job.

•With near universal access to health care coverage, some 45 million Americans, including 7 million Californians, will no longer have to worry about choosing between putting food on the table and paying doctors’ bills.

Until the Affordable Care Act, uncompensated care  — emergency room treatment for people without insurance — was on track to cost our nation $141 billion by the end of the decade.

With everyone paying his or her fair share, we can now create a more affordable and accessible health care system.

This new system embodies the great American tradition of applying common sense to seemingly unsolvable problems.  It fills the potholes and paves the road to health security for almost every American and, in doing so, makes our nation stronger and more productive.

But there’s a key element of the Affordable Care Act that few Americans know about: The law’s landmark prevention provisions.

Now — at no cost — key preventive care such as screenings for cancer and heart disease, mammograms and immunizations, will be available to millions of Californians.

That’s not just good for saving and extending lives, it saves dollars and that helps prevent budgets from being overextended.  Every dollar spent on immunizations, for example, saves our nation $16.50 in treatment costs.

Every 4th of July, we celebrate freedom, liberty and security. This holiday, we can also celebrate a brighter, healthier and even greater future.

God bless America and the Affordable Care Act.

Daniel Zingale is senior vice president of Healthy California at The California Endowment.

TIMELINE March 2012 : Tani Cantil-Sakauye , Donna Lucas — Status Conference

On Thursday, she spoke to about 40 women leaders in business, education and government as the inaugural speaker for the She Shares Conversation Series.

California Chief Justice Tani Cantil-Sakauye (Courtesy of Sac Bee)

“Behind every amazing woman is an amazing story,” said Karen Breslau, of the Dewey Square Group, the Sacramento public relations firm that launched the speakers series. “We don’t take the time to hear from other women.”

Cantil-Sakauye – the first Filipina American and second female chief justice in California – said it was her experience working as a blackjack dealer at Harrah’s Lake Tahoe in her early 20s that helped her to learn to read people, making her better at jury selection when she was an attorney.

Asked about a controversial comment from Assembly Majority Leader Charles Calderon, D-Whittier, who referred to the chief justice as “nice” and “smart” and “attractive” during a hearing last year, Cantil-Sakauye was direct.

“It took me by surprise,” she said. “I have to take it in stride. I have a bigger message. When you hear unfair things, you can’t let it hold you back.”

The She Shares Conversation Series provides intimate conversations with female trailblazers who have created an impact on women in California, according to a press release. The lunches will be held four times a year.

The series is hosted by the Dewey Square Group and sponsored by Lucas Public Affairs, Skelton Strategies and the Thomas Law Group.

The speaker on June 6 will be Nancy McFadden, executive secretary for legislation, appointments and policy to Gov. Jerry Brown.

Meet California Forward

California Forward is a California political organization which, according to its website, wants to “transform our state government through citizen-driven solutions to provide better representation, smarter budgeting and fiscal management, and high quality public services so all Californians have the opportunity to be safe, healthy and prosperous in the global economy.”

California Forward was created by California Common Cause, the Center for Governmental Studies, the New California Network and The Commonwealth Club of California’s Voices of Reform Project at the urging of the California Endowment, the Evelyn and Walter Haas Jr. Fund, The William and Flora Hewlett Foundation, The James Irvine Foundation, and The David and Lucile Packard Foundation.

The organization was created in 2006 “with $16 million from five major foundations.”[1]

For the November 6, 2012 statewide ballot in California, the organization is supporting a Government Performance and Accountability Initiative.[2] In 2010, it advocated for a package of propositions.[3]

Source: http://ballotpedia.org/wiki/index.php/California_Forwardemergi

California Forward‘s mission is to work with Californians to help create a “smart” government – one that’s small enough to listen, big enough to tackle real problems, smart enough to spend our money wisely in good times and bad, and honest enough to be held accountable for results.

We’re different from other efforts to reform our state, because we believe in the importance of working together and understand that only robust public discussion and the creation of broad coalitions can move solutions forward.

California’s state and local governments must work better together for everyone. If Californians can come together to restructure the relationships between state and local governments, the experience of other states indicates that in five to seven years, we will begin to see the benefits of better governance and renewed private investment.

The California Business Roundtable is a non-partisan organization composed of chief executive officers of California’s leading corporations. It was created to permit senior business leaders to play an active role in the formulation and evaluation of public policy that fosters vigorous economic growth, a vibrant economy and a well-educated and productive workforce to ensure the state’s future competitiveness.

Cruz Reynoso — was an associate justice for the California Supreme Court and the Third District Court of Appeal.
